[Spike] Spike SSL issues

I'm trying to run Spike and I get a LIBEAY32.dll error message. I've
consulted previous posts about this issue, but the suggested fix
(which I have listed below) does not work. I'm trying to run Spike on
Windows 2000 Pro. Thanks.
