Well, I just tried to notify VISA that that number had been widely distributed. It isn't the same format (i.e. number of digits) as mine. When I got VISA's automated call handling system and entered that number, they claimed not to be able to access any associated account. So it looks like this one is bogus. -Bennett betsbi.com
