The books in the ISC Reference Library are the ones that are available to
the test writers during test writing workshops. Test writers often bring
their own books, too, and it isn't necessarily the case that all the books
are used as sources for the exam.
In order to maintain the defensibility of the exam, all of the questions
must relate back to at least one written source. Hopefully, the test
writers wouldn't copy their questions out of a book, but instead would write
them from scratch and then find sources substantiating their question. (The
questions are also thoroughly reviewed and tested after that, but the
process is a long story.)
Come to think of it, it might be useful to do a study and come up with a
ranking on how often specific sources are used in the CISSP. To the best of
my knowledge, such a thing hasn't been done.
