Do you intend to suggest by your question that these choices are
mutually exclusive, that one must do one or the other, that one cannot
do both? Do you intend to suggest that somehow or another that the
former is suffering from the latter?

That proposition has no stronger advocate than yours truly. Certainly
that is the intent of the certification program. To the best of my
knowledge, no member of the (ISC)^2 would take issue with it, at least
standing alone. The board would be grieved to hear that we are putting
that objective second to anything, certainly anything as trivial as
"functional territoriality."

Perhaps you are. The question that you raise suggests that
possibility. However, until I understand better what you are trying to
say, it is difficult to respond.
