Taking your questions one at a time:

    1) Which is more useful? That depends on your career. If you are an IT auditor, the CISA may be more useful; if you are moving into infosec management, the CISSP is the ticket. If you are an IT auditor and want to further specialize in information security, a CISA/CISSP is a good combination.

    2) Which is more famous? I don't think fame matters; the primary benefit of any certification is increasing the perceived credibility of your opinions.

    3) Which one is better? The CISA adds credibility for audit and control opinions, the CISSP adds credibility to information security opinions.

    4) Which one to target first? That depends on when the tests are offered, your background, and your career.
