Some other important things to keep in mind:
seperate power grids (producers ideally too)
not in the same flood plain/avalanche path/coastal plain/etc (i.e. flooding
can affect extremely large areas, and putting your backup downriver, on the
same river might not be so great)
forests/etc (remember los alamos and those massive forest fires?)
Basically any event that force you to your backup could be a very large
scale event (hurricane, earthquake, flood, power plan goes poof, etc.) and
your backup site should take this into account.
