This is certainly not an indicator, but consider this:

Out of 3800+ members of an organization that was created -among other
things- to share data on credit card fraud against e-commerce, only
about a dozen have ever reported any. I have to believe that a lot
of small breaches are just ignored unless publicly exposed.
