The ITRC's policy is that the information has to come from a PUBLISHED
public source such as a newspaper, TV or radio report or a notification
letter on a publicly accessible website. There are more breaches, as has
been shown by FOI Act requests that the press doesn't know about. We had
to make a decision that as a nonprofit we would only including breaches
with potential risk to SSNs, financial accounts, medical records and
that the information had to be usable by a thief so that a breach that
only exposed part of a credit card number would not be enough for a
thief to use. The intention of our list is to study trends and to see
what changes in causal factors emerge each year. We appreciate all the
work that other groups do on breach lists so that the public can get a
good overall picture and encourage all of your efforts.
