Seems to me that if a company can provide wide area wireless internet
access to it's employees, if you want to do it yourself you only need to
create the appropriate legal organisation, company or whatever. You
obviously don't need a carrier license in this case as you are not like
a radio station, broadcasting to third parties, only to your
"employees/codirectors".
