Hello,
I have information / documentation, but this _really_ is only
in german. But I think, if you are able to read C-code, best
might be to have a look at SCEZ
http://www.franken.de/crypt/scez.html
because this library supports Telesec-Cards directly.
Since I have a source
telesec :-) I could try to get more information;
normally they are helpful. But, please, try SCEZ first.

P.S.: SCEZ and MUSCLE are not really competitors, but different
approaches of supporting readers and cards, so I, as the
maintainer for SuSE Linux, support both for our distribution;
and I think the SCEZ-author is also subscribed here
(but off road at the moment).
