There is already a Perl API (vis XS) available on linuxnet:

        Perl wrappers for PC/SC which allow you to write quick and easy
        smartcard scripts in very little time. A great tool for writing
        formatting scripts.

The author of this software is also on this list but is on holidays for
now.
