I would like the information you suggested.... That would be helpful.
There still is no real spec for the Common Access Card. You can download
sources from the MUSCLE website that talks to the CAC. There is a CAC
developer's kit you can request from the Navy, but honestly it is
worthless. I was able to do this plugin for MuscleCard Framework by some
useful contacts I have in the industry : )
