The protocol is different, but the cards that support T=1 are not "better"
than cards that support T=0. These are different protocols between the
card reader and the card. If you want to know the technical details of
both protocols, find the ISO-7816 document.
There exists T=0 smartcards with a cryptoprocessor, of course: Gemplus'
GemSAFE, Schlumberger's CryptoFlex and CyberFlex, ZeitControl's BasicCard
ZC5.x, ... to name a few.
