[Muscle] comparing muscle applet with other PKI applets

Id invite folks to compare the PKI-centric feature set of the muscle applet
with other applets targetted specifically at PKI.
My view todate is that muscle applet gives a procurement agency 80% of the
required features, at 100% of the required security assurance with even
commodity-grade javacard-capable uP chips.
But what, if anything, do the "specialised" PKI applets really do, that the
muscle feature set does not do?
Im trying to argue myself out of the position that GP controls for code
download and muscle applet features for PKI are NOT sufficient for 80% of
all functional requirements. I keep asking myself, why would I recommend a
CAC card: what does it buy me, functionally? And how important are the
differences?
