[Muscle] 90 00 Response instead of 61 XX Response

Hi,
I am getting 90 00 response when I try to select the Master file 3F 00 through the jpcsc library. When I try to read the same MF with the help of the toolkit I am able to get a response of "61 31", means 31 bytes of data is available. What am I missing in my command APDU for not getting the response as 61 XX.
