The legislation is a mandate, not a program. It's just a power play, between
the Federal govt and the states, forcing standards. Its sets a stake in the
ground, to force some cohesion on the general direction, rather that define
what things will actually be.

 

Its just the assertive way open politics is played, in the US way of
initiating consensus on big social issues.

 

As an analyst, you can see the ducks being placed in a row, however: federal
monies for design/build/deploy programs, contactless chip designs,
semi-secret trials, trial applications in the surveillance infrastructures,
and now FIPS and mandates. But, Federal initiatives don't always work as
setup - the defense groups that have proved the viability of the quackery
often lack the broadness of vision and the perpective of the innovative
little guys to make an more widely adoptable technology - despite the
excellence of the design and program management processes they have actually
used. Wait 3-5 years, and spinoffs of the defense-based technology
initiatives find a home, and fit nicely into the program initiatives the
defense process managed to get underway (if not actually satisfy.) Again,
its just the way things happen, in the US economy.

 

You have to give the US credit, on all this. Can you find coherent documents
from the UK government, open communities and contractor-based funding
initiatives, with open source code (like muscle/CAC), and a case study of 3
million soldiers, and a 15 year old key management program scalable to
society at large, with a solid management framework based on the Defense
Messaging System learning curve? I can't. If you a member of the in-class,
perhaps you can! but interested parties in general cannot participate.

Will Real ID be based on FIPS-201 (or similar), or is the US government
about the only government in the world to exclude logical access in their
ID-cards?
