It is a bug in pcsc-lite. I just discovered and corrected it earlier
today. The Debian package is also buggy.
I will generate a 1.2.9-beta8-4 version with a fix and try to release
an upstream beta9 soon.

The temporary fix is to add
"--enable-muscledropdir=/usr/lib/pcsc/services" to the ./configure
command.
