[Muscle] How to decide Card Power On Voltage

Dear all,
I would like to know what is the sequence or priority in deciding which volatge to used to power on the card? I read something on this where i'm not sure whether it is correct or not. It stated as below.
1. First try to power on the card with 3V. If both the card and reader support 3V, then the card should be power on successfully with 3V.
2. If failed, then only try power on card with 5V.
Voltage supported for my reader and card:
Reader supported voltage is 3V and 5V. (ASEDrive IIIeserial)Card support voltage is 2.7V-5.5V. (Cryptographic card)
Therefore, I need to power on my card with 3V voltage. Is that right?
