are you having to reenter username/password, or pin for the card?
if it is not the pin, then there is little that pcscd can do to help. firefox
might be able to help, by telling it to remember all your user/pass info, for
all the IPs that the service uses, but I suspect that would be frowned upon by
  the folks in charge. It might be better (dangerous) to suggest the OWA is
not following the required "all logins must be smart card based" mandate.

I have not used the OWA yet, but IIRC others who have also see the trouble you
are talking about even with IE.
