Ask them to implement OWA smart card access according to Microsoft's directions:
"Log onto Outlook Web Access with Smart Cards"

Which requires they have "Microsoft® Internet Security and Acceleration (ISA)
Server 2006" in front of the exchange server to make exchange accept a
Kerberos ticket based on a smart card login to ISA. [As I understand it.]
