Hi,
for me, a GSM SIM is definitely a Smart card. It runs "advanced"
cryptographic algorithms , verify PINs and store files under the control of
this PIN.
a card would not be smart if it contained only wired algorithms and memory.
I think that even the first SIM ever issued were "smart" :)
