The SAPdb does not warm!

Hallo experts,
I am a ABAP programmer so I do not know a lot about database settings, etc.
I have ordered last year the mini Web Application Server 6.10 (which is now
named netwaever or so)
After installation following the instructions of the CD-roms it worked
perfectly! Even after entering my new license codes.
Then I had a busy half year and therefore I did not touched it for that
period.
Now I have time and wanted to start the miniWAS but... it failed. I could
find out that a script command in the standard command file: strdbsWA1.cmd
was not getting good results. The command was: dbmcli -U c db_warm. It
gives the following error message:
-24994, ERR_RTE: runtime environment error
-2, Kernel start failed.
My question is why does it fail suddenly? The only (big) changed is that I
download all the critical patches for Windows XP home edition. (These are
many of course due to the fact that the product is comming from
Microsoft...)
My system is a pentium machine with enough harddisk space working on a
Windows XP home edition. The miniWAS 6.1 is from the regular CD's (2
pieces) which you can by for 25 Euro from SAP. C'est tout.
Second question is do I need to install SAPDB 7.4.? The version I have
installed is 7.3.0.15
