The information I received so far from Zak Greant (MySQL AB):

Zak: If I recall correctly, we have sold client library licenses in one
situation like this.

Zak: [GPL does not apply] unless the application is distributed
outside of the legal entity (company, partnership, etc.) that provides
the service. If you do not distribute GPL licensed software, then you
do not need to accept the terms of the GPL.
