Admin state and Online state

Please could someone tell me what the difference is between these two
states, and why you would use admin state.

As far as I understand at the moment, when the database is in 'ADMIN' state,
it cannot be queried. This state is used for adding new users.

Once in 'ONLINE' state, the database can be queried, but new users (and
other administrative tasks) cannot be completed.
