IANAL and all that.. but anyhow.. :)
All the relevant text (17 USC 506 and others) are *quite* specific in their
use of copies actually produced or distributed as the relevant criterion.
As such, a good lawyer can probably argue that your apparently firewalled
user didn't actually *succeed* in making or distributing any copies, and
as such doesn't have any legal liability.
I'll let somebody else be the test case, however... ;)
