This discution gots to a point where usually people talk about what is legal or not, in the U.S.A.
The problem is that in many countries there arent yet any "cyber laws", and where there are those laws, it doesnt have to be like in US.
So, what is illegal for you, can be legal for me, as the oposite. And is right here where real cops starts to get problems.

FBI can cooperate with local autorities here, but they cant noc noc on my door (and my r00twilers are allways around if they came ehehheh). But, talking serious, this can be a real problem, and i know it is, because once i try to help somebody who was attacked (stuff from some cientific community and International Amnisty, so far i can remember), and the local ISP (where the attacks came from) didnt cooperate, and wasn't possible to noc noc on this guy door. As far as i know, local authorities didnt cooperate either (i suppose they where not so well prepared as today, at the time).

So ... be in the illegal side, some times is not a real problem for the attackers, if they can also "exploit laws".

About frying chips, just use new CPU's and you are ok, but above P166 you can fell some hot. About how ... well, its public, so seek and destroy if you want, but dont ask me how =)
