It means the same thing it means in BSD sockets, Listening on an unspecified local address on the specified local port for ANY host connecting from ANY port. The local address can be any IP address currently bound to the NIC. A specified local address would ACCEPT only if the SYN frame from the remote host specified that IP address.
The local port is in the listen state and will ACCEPT any connections and spawn a connected socket instance when the accept is successful.
