This is one point that I think many people are missing. Worms hurt
American interests vastly more than any other country because the use
of (and dependence on) computers is much greater than most (if not
all) other countries.

Anything that is done to significantly hurt use of the Internet,
electronic commerce, or network security hurts America most, and is
therefore in the interests of a hostile country that has little
dependance on computers.

But worms aren't the great weapon here, stupid laws such as the DMCA
and others are much worse.
