Try Alarmpoint from singlepoint systems. They are at:

I've never used it, but I've met a few people who do and they all rave
about it.
Apparently you can make it call a pager or phone.
When it's calling a phone it will work through a list of numbers until
somebody answers. It can even say "press 1 to acknowledge and accept this
call, press 2 to reject", etc. If you don't accept is calls the next
number. There is nothing worse than sending an alert to someone who doesn't
get it, doesn't understand it, etc. This way you know that it has been
received and understood.
