I have seen this in RS before. I dont`t know if this is your problem, but it
happens from time to time, and I have to delete the .RAW .TAG and .PAR files
on the sensor and restart the service to make the time/date correct again.

The date/time stamp of the event is based on the first time the event
occurs. I suspect there is problem in your policy regarding suppression of
certain events being logged to the database. Recall that not all events
are logged to the database by default, an administrator must manually
select what events are being displayed to the console versus logged to the
database. If an event is chosen to be both logged to the display and the
database, the date/time stamp may be not be accurate
