How about using a firewall to block connections to central chat servers?
Desktop firewalls might work too.

Hi all,
I've set network sensor 6.0 to block ICQ connection from inside to outside
by setting user-defined connection.
That is deny every connection from every host connecting to login.icq.com
using any port but it doesn't work.
So, I wonder that is there any other way to block this ?
