Hi All,
I did some further research. I did get the issDbms service to communicate with the RS database (see below). However, now the tool crashes when I try to do a purge (see below). Does anyone know how to resolve this?
I got it to work only with the sa account. Also, behind "Server" I needed to specify the hostname of the database server. If I place the DBMS on a remote server, then I needed to somehow use the IP address of the databse server. Somehow entering the hostname did not work. Also, if you remove the issDbms service, then you need to wait for a few minutes before it disappears. If this does not work then "stop" the service first and then wait (remove, stop, wait).
When I try a purge events then an error occurs:

Description:
The issDbms service terminated unexpectedly. It has done this 1 time(s). The following corrective action will be taken in 0 milliseconds: No action.
When I select "Perform Now" then a window appears that says there is a runtime error in the program dbmsConfig.exe and it terminates.
