We had a similar problem after upgrading to WGM 6.7

A call to ISS tech support resulted in them sending us a file which we
were mising (config.policy) we saved it to our WGM Console dir and all
is ok now

Suggest you contact ISS Support and get them to send you the file.

Yup.
I had this problem also.. But this is before WGM 6.7 upgrade(was using
6.6 then). I think this happened after XPU 20.11...
