I had the same problem and fix it by copying the NS or SS iss.key license file to the folder: C:\inetpub\wwwroot\ISS\admin, then run again the update from "Deployment Manager Administration".

  i am having problems in updating the deployment manager.
  if trying to update it from with the siteprotector i get :
  "Deployment Mananger is not able to perform an ActionJob with type Apply Update."

  if i try to update it from the web " http://servername/iss/admin "
  i get that it is unable to locate a valid license key in inetpub/wwwroot/iss. knowing that i have a valid license key intalled their.
  i tried different names for it : iss.key, sp.key, sp.isslicense but didn't work.

  must i intall this key anywhere else?
  if i try to add it in SiteProtector. It won't take it. SP only recognizes sensor and scanner licenses.

  anyone facing this problem?
