No longer.
Now it is under "<DRIVE>:\Program Files\ISS\RealSecure
SiteProtector\Application Server\webapps\dmdocroot\extras"

You'll find 3 files:
- libxml2.dll
- libxml.dll
- ManualUpdgrader.exe

You can copy them anywhere you want. The first time it'll ask for a
license key and then start working.
