The Manual Upgrader Utility supplied by ISS is available on the
Download Center, under the SiteProtector link under Tools and
Utilities:
https://www.iss.net/issEn/DLC/login.jhtml
Be sure to only use the Service Pack 4 Manual Upgrader if you are
using Service Pack 4, or the Service Pack 5 Manual Upgrader if you are
using Service Pack 5.
The reason the Manual Upgrader is recommended is because the Download
center requires license information in order to check export
requirements and to allow you to download the files. After telling
the Manual Upgrader what your license file is, the Manual Upgrader
will supply this information to the ISS download site and allow you to
perform any downloads you need.
