I had the same problem and ISS tech support told me there was no automated way and that I had to rewrite all policies. I still haven't done it.

   We're looking for an efficient way of transferring policies settings
   from RSDP v7 policies to Proventia v8 policies. Tried to open both
   policies together to copy/paste but SP doesn't allow that. Tried to
   copy to the clipboard from one policy but the clipboard is not
   available when you open the other policy. Is there a process, other
   than manually inputting this data into the new Proventia v8 policy?
