You could also elect to use the restriction process integrated in the licensing of the application. It likely will be able to handle what you describe here.
 
Another option would be to use the "pinger.exe" tool provided with the application which could front end what you're wanting to do here then you would need to read that in another script and strip the IPs out as you describe you want to do.
 
I think the restriction tools give you more control however, in that it would then not be programatically possible to mistakenly scan anything you would like to opt-out.

be nice to enter like a Class B range and then have the script subtract
the IPs on the DO NOT SCAN list yielding the net target scan list.
