Look into running the SRM console on that SX instead of
ARC/AlphaBIOS. I run SRM on my 164SX and am far happier with it than I
am with any of my ARC/AlphaBIOS only machines.
Running SRM would allow you to eliminate MILO (which has always been a
little dodgy in my experience) and boot straight from a CD or boot
disk, and also sidestep the Legacy Start Address problem as RH 7.1
should have an updated aboot bootloader that knows how to
automatically detect the kernel start address from the ELF header.
The 164SX documentation (hidden somewhere in the mess that is the
Compaq support site) should provide you with instructions on how to
make this change. If you can't find a copy there, email me directly
and I'll root around my archive of Alpha files for a copy.
