For some reason, the tftp client appears to be ignoring the responses. I
notice that the router-interface that the packets are returning from isn't
the same as the interface that the client is sending to. Maybe the client
has some sort of primitive anti-spoof logic that ignores packets coming from
where it doesn't expect.
I'm starting to shotgun here, but maybe you could try testing the server and
the client on the same subnet just to see it work? I've heard of tftp not
working across subnets, but I thought that had something to do with default
routes, not security logic.
Also, grep for "0:4:ac:da:9c:da" on the client subnet. Seeing the non-IP
traffic coming from the client's interface might be informative. That is,
ARP, ICMP, etc.
