It looks like the tftp packages include in (Red Hat|ImmunixOS) 7.0 do indeed
have a problem with tftp puts. This bugzilla entry explains the problem:

Can you please try the following packages:
http://www.immunix.org/~steve/stackguard/RPMS/tftp-server-0.17-14_imnx.i386.rpm
http://www.immunix.org/~steve/stackguard/RPMS/tftp-0.17-14_imnx.i386.rpm
(the server package is the one you care about.) Note that in this package
the /etc/xinet.d/tftp config file defaults to using chroot on /tftpboot/
(server_args = -s /tftpboot), but installing it shouldn't replace your
current config.
