Never mind. It was a really stupid problem on my part....
It always takes something like drafting a help message to
spark the root cause solution to appear.
The problem was both ACL's and Static Routes.
I had typos in both of them. Silly Me.

Subject: Problems with immunix_register
I've upgrade a 7.+ system to 7.3, installed the patches for
up2date-obs and immunix_register, but when I try to run
immunix_register with the --nox option the application
give me the usual blue screen for about 5 minutes and
then errors out with the following message:
"A socket error occurred: (110, 'Connection timed out'), attempt #1"
I have not had this issue on any other Immunix 7.+ to 7.3 upgrade.
The special item about this system is that it has multiple NIC's,
uses a large number of static routes and sits deep within a firewall.
Special ACL's have been opened to our Corporate Proxy and the Proxy
has been enabled for both the up2date and immunix_register tools.
Ideas or suggestions?
