I'm assuming you're referring to the latest DDoS stuff, tfn, tfn2k, and
others.

Yes, in the current protocol(s) used by these DDoS systems it is
static. but improved versions of the protocols can be made more
sophisticated, broadcast-like, challenge-response like. maybe they will
even use zero-knowledge like stuff ;)
