It really depends on who set the accounts up. I personally create an
unprivileged admin account to log into remotely because I don't allow
remote root logins. That's the sole function of my admin account.
However, others may use a slightly privileged admin account to say, do
backups, or handle log rotations. It really depends on the admin of
the box.
