I have a setgid uucp helper that does roughly this, and a bit more.
It checks whether the user is allowed to use that modem, then
locks it, then opens it, then passes the fd back to the invoking
program via a unix socketpair.
The problem is that many apps require a heavy overhaul in order to
work with such an approach.
FWIW, I think that having different helpers for different tasks
is not really useful. Dialout, fax, etc should be treated as
equivalent.
