Yeah, there is some "missing parameter"... I'm not quite certain of the
technical aspects of it. I did test it with 8.2/PPC and 9.1/PPC... first
boot of 8.2/PPC would not mount (automatically) the 9.1 partition, but once
I installed e2fsprogs, it was possible to do so automatically.

Like you said, there are probably ways to do it without the automation (ie.
rescue disks and such), but since that wasn't really the scope of the
advisory, no testing was done. This was more of a "convenience" update for
people migrating to 9.1 who may have needed to boot into 9.0 or 8.2 and do
maintenance/setup work from there before switching over to 9.1 live.
