This reports about another key database. Since a while rpm has its own
key database, it doesn't use the user's gpg key database any more.
As a previous poster wrote, check if the signing keys of 10.0 Official
are imported into your rpm key database. If not, in your case execute
as root or with sudo:
        rpm --import /mnt/cd1/RPM-GPG-KEYS

Then use the "Mandrake Control Center" -> "Software Management" ->
"Media Manager" to assign keys to media sources. In your case, press
the "Manage keys..." button and make sure that media which represent
the 10.0 Official ISOs have the 70771ff3 key associated.

You an also do it manually, by editing /etc/urpmi/urpmi.cfg and
writing "70771ff3" in the "key-ids" fields corresponding to the 10.0
Official media.
