Go to /usr/X11R6/lib/X11/xdm and edit Xservers. Change the line

:0 local /usr/X11R6/bin/X :0 vt07

to read

:0 local /usr/X11R6/bin/X :0 vt07 -nolisten tcp

openssh as well as ssh always came with tcp_wrappers support compiled
in. What makes you think that this hasn't been the case?
