There is no official 1.3.28 apache package for SuSE 8.1. Even 8.2 contains
only apache 1.3.27.
As recently discussed, SuSE will only update the version that was
delivered initially with your distribution, in order to keep possibilities
low that anything is broken after the update.

This looks fine, the last YOU apache update is from Oct-25 2002.
