    Jana,

    You should really try with auditing enabled. That should enable you to
    see who the server thinks is trying to log on, why logon is refused,
    what privilege is violated, or whatever...

    Hello,

    I have some new observations.

    The Server runs if it
    1. runs as interactive user( Domain administrator is logged in )
    2. runs when it runs under administrator.

    but it says Access Denied when the server is configured as
    LAUNCHING USER.

    The user who is logged in both the client and server is domain
    administrator.

    Any clues to this problem

    Try and enable auditing and see if that gives you som info.
    Perhaps your application is performing some operations that fail during
    startup.

            The user is a domain administrator. He has log on as batch job
    right on the target machine.

            What privileges does the used account have on the target
    machines?
            
            Specifically the "Logon as batch job" privilege.
